Rezoning of Nine Parcels (specific PIDs: 272-000195, 272-000086, 274-001259, 274-001260, 274-001261, 274-001419, 274-001420, 274-001313, and 274-001421) from R, Rural District to ID-2, Research Flex District and ID-3, Research Assembly District (Case 25-008Z).
This supports the broader West Innovation District (WID) development plans, covering roughly 370 acres for research, flex, and assembly uses. Recent Updates include rezoning parcels East of the railroad track from rural to ID-6. Parcels west of the track continue to be proposed from rural to ID-2 and ID-3.
Accelerated advancement of the Envision Dublin Community Plan by transforming one of the last major undeveloped areas in the city.
Includes related code amendments for the West Innovation District (handled in companion ordinances such as 07-25).
Introduced and received first reading in early 2025 (around March).
Second reading/public hearing occurred in April–May 2025; tabled multiple times due to resident opposition.
Tabled again in August 2025 to allow further development of code amendments (including ID-6 Research Transition District updates, data center restrictions, and buffering requirements).

Area residents have consistently requested more time for review, emphasizing that the area is located directly next to existing homes. Additional resident concerns center on preserving the residential character of nearby neighborhoods like Ballantrae.
Residents have raised issues that the area west of the tracks will remain zoned ID-2 and ID-3 despite being adjacent to homeowners who rely on well water. These industrial districts allow for greater potential dangers, including risks to groundwater and residential safety.
From the January 4, 2024 Planning and Zoning meeting notes, Chairman Kim Way stated that he believes the railroad (RR) serves as a logical divide for land use between residential development and other uses. He suggested it would make sense to extend the Ballantrae character to the RR tracks and complete the triangular section extending up to Darree Field, Shier Rings Road, and the Innovation District. He noted that adding a different type of use in certain areas would not make sense, as it could place additional emphasis on Cosgray Road becoming more than a residential street, to which Ballantrae residents may object. However, he viewed the applicant’s idea for the east side of the RR as the correct approach where the land use fits.
Inconsistencies Noted:
Chairman Way’s 2024 comments highlighted strong support for protecting residential character west of the railroad tracks and using the RR as a clear boundary, while endorsing development only on the east side. In contrast, during the May 21, 2026 meeting, Chairman Way expressed concern that the Commission would not resolve every issue in the code and pushed to allow staff to make changes without full Commission review. This represents a shift toward expediting the process despite earlier cautions about residential impacts and logical land-use divides.
May 21, 2026 Planning & Zoning Commission Meeting Highlights:
Several Commissioners expressed a desire for additional time to review the ID-6 Code language, citing remaining ambiguities in key definitions. City Staff confirmed there is no time limit for finalizing the ID-6 district language. Area residents spoke during the meeting, requesting more time for review because the area is located directly next to existing homes.
Chairman Kim Way voiced concern that the Commission would not be able to resolve every issue in the code and suggested allowing staff to make changes without full Commission review. Other Commissioners requested to see the proposed changes. The Commission took a 10-minute break, during which staff drafted the updates and shared them with the Commissioners. Only 10 minutes was spent writing the updates during the meeting.
The Code Change discussion in the meeting video ran from approximately 2:10:01 to 2:20:01. Despite the updates, many resident concerns regarding buffers, definitions, and protections for nearby homes were not fully addressed. No additional public comment was permitted after the break.
Tabled / Pending Further Review. The ordinance will now go to the first reading at the June 8th City Council Meeting. Related zoning code updates for the WID (including ID-6) continue to advance but remain under active discussion with ongoing community input. The full rezoning has not yet received final approval. An anticipated vote will take place on July 1st.
